Discuss inaction. Is one less guilty of a crime if they let it happen but did not take an active role in it?

I think that if a person just allows a crime to happen then yes they are just as guilty as those who acted upon it. I believe this because the circumstances that had follwed could have been prevented if only it was for that one person speaking up. This is turn means that the consequences that had happened to the involved should also be apart of the said consequences. This being said is only due to the fact that said crime could have been prevented due to saying something.
